Highmark is the Pittsburgh-based Blue Cross Blue Shield insurer that holds the Blues license for all of Delaware (as Highmark BCBSD, the former Blue Cross Blue Shield of Delaware). Its affiliate Highmark Health Options also serves Delaware's Medicaid managed-care program.
