Synopsis
This amendment adds a 3/5 Enactment Clause voting requirement due to certain fees being authorized by the bill. Additionally, this amendment changes the authority to fine to authority to issue "civil penalties" and caps the penalty at $5,000. Also the fees authorized are to be based on actual costs unless a fee is otherwise specifically authorized by other provisions.
