Synopsis
This amendment clarifies that a qualified elector may vote by absentee ballot if they are concerned about being infected or infecting others with the Covid-19 virus. The amendment leaves the findings that the General Assembly understands Article V, Section 4A of the Constitution would prohibit such absentee ballots but due to the emergency, this temporary allowance of such ballots is justified under Article XVII, Section 1.
