Synopsis
This amendment establishes that to demonstrate financial assurance regarding the ability to prevent or contain and remediate environmental contamination, a conversion permit applicant must submit a concept plan to DNREC for approval in conjunction with the conversion permit process. After issuance of a conversion permit, the permit holder will be required to submit a final plan prior to beginning operations authorized by the permit.
